An architectural competition that was proposed by the Ministry of Cluture that intended to build public libraries in centers of crowded and undeveloped cities. It was required to design an economic and sustainable building and to enrich the cultural conscious of the community. Despite the wide spread of technology and new media of reading and learning, all cultural researches have indicated that the traditional printed book would never be given up and it would stand for generations, so design team inspired the main concept of the project of the form of two intersected books as abstract masses to be a remarkable mental image for the neighbourhood.
Distribution of building facilities was studied carefuly, so main reading halls were oriented towards the projet›s garden and the public gardin in the north direction with a large glass facade, and in the south direction there were the supplementary spaces such like computer labs, workshops, and galleries, all service facilities (toilets, stairs, and elevators) were placed in the west side of the building towards the neighbours. building was supported with large glass openings from three sides, and with vertical dense sun breakers in the east facade and horizontal sun breakers in the south facade.
